According information vested by personnel of Ltd “Dordoi Bazary” the object will be dislocated on “Dordoi” territory which is at the Northern area of Bishkek.

From Ltd was receiving a report that car park project is planned in the context of accomplishment the commercial and market complex “Dordoi”. The building will be 5-floors high that will allow solving a problem car jam near the largest commercial complex.

As “Dordoi Bazary” official note market’s territory takes over 100 hectares. Except rows of stalls and pavilions there are some commercial banks’ branches, cafes, public telephones, mosque and other structures.

For each thousand of Kyrgyz Republic population we’re having 40 and half cars that are much more than analogical indexes in Chine and India.

Ecologists express their concern not because of cars quantity but their engine quality mainly. As we know the majority those cars which go into application within the bounds of Kyrgyzstan is old-fashioned car models. This type of technics produce more exit gas than new one.

As a result according specialists prognosis we forced to wait for increase of harmful emission that in its turn creates extra greenhouse effect. The main reason is growing intensity of urban transport moving. Local ecologists suppose solving this problem through additional purchase trolleybuses and overpass building which allow to diminish jams on the roads.

Kazakhstan authorities also are planning the building Almaty-Issyk - Kul turnpike as an electronic funds transfer (EFT). Serik Ahmetov the Transport and Communication Minister declared this news to the “Megapolis” (Kazakhstan local newspaper). From his words EFT touching Almaty – Issyk-Kul road building 88 km distance. «62 km of this route will go along Kazakhstan territory the other one will pass through Kyrgyzstan».

According his views will be reduced route through Bishkek to Issyk-Kul Lake more than 200 km. Besides this, he noticed that there were appropriate negotiations with Transport and Communication Ministry of Kyrgyz Republic which supported this project.

European Bank of Reconstruction and Development (EBRD) expressed its wish to take a part into necessary financing. All outlays might recompense by custom duties fare. This project starts this year yet. «I do sure that the new motor way will justify itself, summed up Mr. Ahmetov.

City Administration will take a regulation in the nearest future according to which all transport owners will be fared for driving dirty cars. The fare size reaches 1000 som.

Mr. D. Shabdanov declared that 50% from aforementioned fares will go straight into the city budget. From his words the transformation of capital’s surface was put into practice for coming meeting the Leaders of Shanghai Organization of Collaboration in Bishkek.

As press-service of ESM (Emergency Situations Ministry) notices that Transport and Communication Ministry of Kyrgyz Republic conjointly with country justice continue to support an intensive control for such avalanche dangerous lengths as: Bishkek-Osh (121-138,198-265 km), Kara-Kulja-Alaikyy and Ala-Buka-Kanysh-Kya. However, ESM specialists consider there is no any necessity for forced avalanche chopping. May be situation will change cardinally in the nearest future. This theme was sounded at press conference which had place at Information Centre «Bishkek-Info» last week. Koshoibek Kalmanbetovich Alykulov, who is a Department manager of Road’s Building of Bishkek City Hall, had a talk with journalists. According to April test of roads condition there were 635 km that were needed repair or 103 square meters. For solving that problem there was necessity for 52 billion som. City exchequer could find only 16 billions som. With help of this money was accomplish pit repair all around the capital, pouring the fissures and has refreshed the marking. Total has done 32% from necessary extent road works.

Last year budget from motorist taxes consisted of over 800 billion som where about half part of sum was provided by citizens. However we may not see this money.

Now negotiations are going with Government regarding redistribution road fund and direction financial assets into Biskek budget.

Almost have finished the negotiations with Japan Government that to give without any compensation grand in sum 30 US billion. The first 10 billion US will be got already at the beginning of next year. This project foresees construction of Southern motorway from Baha Sreet to Eastward until Sovietskaya Street, construction of a bridge through the Ala-Archa River, rehabilitation Tokombaev Street and a bridge which will connect mentioned street with Shabdan Batyra Street. Then will be restored road-bed to Eastward along Gorkogo Street and Auezova Street including Selpovskya Street. There will be a way alone Jibek Joly prospect to Fuchika Street. Baha Street also needs repair. It follows until railway-bed which doesn’t allow it to connect with Fuchika Street. Our Government plan to build road junction and hide railway under land. A ring will be created along the outskirts which will unload the centre. Realization of this project is calculated for 3 years.

We would like to hope that in the nearest future local road communications will take a turn for the better noticeably.

Kyrgyzstan executes international agreements and has started legalization of new models of certifying an identify documents. Wide-area network action has calculated for three months. During this period all countries will get the models of new passports of Kyrgyz citizenship.

Priority was given to countries of Co-operation, then to Europe, USA, Near East and North Africa.

For participating countries EurAsEU date for activation new passports consists of one month. It means that Kyrgyz people will be able to visit enumerate countries already from 25^th of December using new documents.

Press-cutting service of Emergency Situations by having an order from Transport and Communications Ministry informed that total closing of road’s sections from 398 till 433+200 km from 02 p.m. until 07 p.m.

Motorway will be closed next days: on 13th, 15th, 18th, 20th, 25th, 27th and 29th of December.

The places for deposit of transport during cease period:

1)      for South region direction at 398 km (post SAI in the city of Karakul).

2)      For Bishkek direction at 434+200 km (post №1 in a village called Razansai).

3)      For adding to Osh direction at 408 km (the bridge through Bekechal river in front of which there is a barrier).

As the press-service of the Ministry of Emergency Measures of republic informs, the movement of the transport will be stopped November 13, 15 ,17 ,20 , 23, 27 and November,29 from 14:00 till 20:00 in the 200-th km, and also between 398-th and 433 km of a line. The parking places for the transport waiting opening of a motorway are determined. The transport moving in a southern direction, can stay near a post of SAI on 398-th km. The parking for transport going in northern direction, are equipped on 434-th and 200-th km. On the 408-th km there is a place of expectation for the transport moving in the direction of city Osh.

On the press-conference held by AKI-press information agency on October 12, 2006 the president of Kyrgyz Association of fuel traders has stated the following. The contraband importation of petrol and diesel fuel to Kyrgyzstan every year makes 200 thousands of tons.

Based on Association’s data in year 2005 280 thousands of tons of petrol, 120 thousands of tons of diesel and 200 thousands of tons of jet fuel legally were imported to Kyrgyzstan.

Mr. Bazarbay Mambetov, the president of Kyrgyz Association of fuel traders, on the press-conference held on October 12, 2006 by AKI-press agency stated the following: Increasing of the excise tax rates for petrol four times, for black oil three times will raise retail cost for combustive-lubricating materials, that may bring hard social and economical consequences.

Increasing of excise tax rates is stipulated in the appropriated project which the Ministry of Economy and Finance is going to bring to Jogorku Kenesh for further consideration.

Starting from October 12 untill October 22, 2006 State Auto Inspection (SAI) is going to start measures “SAI – driver – pedestrian” to explain the traffic rules to the participants of the traffic.

The goal of this measures is to achieve the mutual understanding between all participants of traffic – SAI, drivers, pedestrians. Traffic rules and safety problems will be explained at all schools and transport companies of Bishkek. The work of minibuses will be given especial attention.
